Graduated as Doctor in Law and Social Sciences at the University of the Republic in Montevideo, Uruguay in 1979 and as Master in Laws at New York University in 1986.

Admitted to practice law in Uruguay, in the State of New York, before the U.S. Federal Courts in the Southern and Eastern Districts of New York, and before the U.S. Appellate Courts.

Manager of the law firm, Moreira and Associates PLLC, Director of the Uruguayan Children’s Foundation, President of the Uruguayan American Chamber of Commerce and Editor of the monthly publication Banda Oriental.

Published books, booklets and articles on legal topics and issues.
